that 35 of 59 Excom members attended.
 祕書長 李德祥　確認開會人數超過法定出席人數， 59位委員們有35位委員出席。
★ Call to order by District Governor James Lin, DTM at 14:15. He welcomed all members from Taiwan, island-wide.
 總會長 楊冀光於下午14:15宣布第2次執行委員會會議開始，並歡迎所有來自各地會友。

 教育訓練副總會長 施惠芳 宣讀總會使命。

Division K, D, & F hosted Fall Conference 2010 on Nov. 20-21 at Shangri-La’s Far Eastern Plaza Hotel, Tainan City . For all of the toastmasters support and join us, we have enough budget to host this conference with good team work and members’ support, this conference is very successful & expect to have more than 600 participants. Thank you.
K,D, & F部於11/20-11/21在台南香格里拉遠東大飯店主辦秋季大會，獲得大家熱烈響應，參加人數為600人左右,費用收入一百萬左右，經費結算待下次會議報告。大會在工作團隊努力不懈與會友的鼎力支持下，得以圓滿成功。
　
Translation Committee ---- William Lee
 翻譯委員會報告---李威霖
　 With all translation committee members hard word and effort, district 67 has completed 85 toastmasters magazine articles translation from English to Chinese and released on toastmasters district 67’s website.
 總計翻譯演講人雜誌篇數，截至十月份雜誌止，總計翻譯85篇文章，均掛本會網頁，歡迎各位會友們上網閱讀。
　
The chair of translation committee, Dick Wu gave a 50 minute keynote speech of the joy of translation on Nov. 20; the 1st day of 2010 fall conference
11月20日秋季大會第一天的下午，由翻譯委員會主席傅憲成，以「翻譯的樂趣」為題，發表50分鐘的演講。
　
Lt. Governor education & training, Grace Shin, DTM have bought some advanced manuals and education material for translation in future. We are also waiting for the agreement of translation from Toastmasters internal.
 未來初期翻譯教材的清單如下，教育副總會長施惠芳已購妥相關教材，其中進階手冊部份，業已於昨(11月20日)天送交各手冊主編手中，其餘程序包括取得世界總會的書面同意、排版、印刷及發行事宜，亦積極辦理中

 總會長楊冀光於下午14:41宣布第二次會員代表大會議開始，並歡迎所有來自各地會友。

Reports of Officers: 執委報告
District Governor 總會長報告 ---- DG. Mike Yang, DTM 楊冀光
1. Charter More New Clubs. Goal by June 30, 2011 at least 151 active clubs
 創新分會, 目前差目標至少9個分會( Now 142 clubs, behind 9 clubs )
(One new club has been chartered. Each new club will have 5000 NT$ award. At least one club net growth for each division 每個新分會將補助五千元,每個分部至少一個新會淨成長)
2. Recruit More New Members (including reinstated, dual members).
Goal by June 30, 2011 at least 6860 members.需新會員包括重新加入與會籍會員,目前差3905名會員不過尚不包含下半年繳費的會員數。
 (Now 2955, behind 3905)Encourage each clubs to have at least 20 members ( more than half of the clubs have not reach this requirement)
Membership building contest 每個分會均能有20名以上會員,目前一半以上分會未達成此目標,續辦新會員成長競賽！
3. More Education Awards. Goal by June 30, 2011 at least 235 CCs(now 36, behind 199), and 67 ACs. (now 11, behind 56)
 教育榮銜:CC尚缺199位,AC缺56位Education Award Contest, Speech Marathon舉辦教育成果比賽與演講馬拉松等
4. Encourage more interactions with neighboring districts such as 85(China), D76 (Japan) and D80 (Singapore)鼓勵與鄰近地區總會交流如85區(中國), 76區(日本) 80區(新加玻)
5. More interactions among divisions, areas, clubs and members For instance, single party (12/18 in Taipei)
 鼓勵分部、分區、分會與會友間的交流,如北部於12/18日擴大舉辦單身派對
6. More publicity and promotion to our society through radio program,magazines and voluntary workers
藉廣播、雜誌與志工等宣傳並推廣演講會至社會

 Category 1: Monthly Competition for Individual Member
 辦法一︰個人組月競賽
 The first 10 Competent Communicators (C.C.) of the month will receive a ribbon ordered from the World Headquarters. (Ribbon 1)
 每月前十名成功申請中級演講員榮銜者，致贈世界總會製作之中級演講員綬帶一枚〈附件一〉。
 The first 5 Competent Leaders (C.L.) of the month will receive a ribbon ordered from the World Headquarters. (Ribbon 2)
 每月前五名成功申請中級領導員榮銜者，致贈世界總會製作之中級領導員綬帶一枚〈附件二〉。
 The first 3 Advanced Communicators and Advanced Leaders will receive a gift from the district.
每月前三名成功申請高級演講員及高級領導員榮銜者，致贈獎品一份。

 Clubs with the top 10 Education Achievement will receive award from the District in the following way:
2010-11年度內，獲得最多教育成果之前十名分會，由地區總會予以獎勵如下：

2nd place 第二名 NT$2,500
3rd place 第三名 NT$2,000
4th place 第四名 NT$1,500

6. New Contest rule: 比賽新規則
 Starting from Jan. 1. 2011, all the contestants who want to compete in any kind of contest in Toastmasters should complete at least 6 manual speeches!
自2010 一月一日起, 所有Toastmasters比賽的參賽者資格必須至少完成C1~C6 6篇演講.

　		 District sponsors the traveling expense of toastmasters regional training to district top 3 (District Governor, Lt. Gov. Education & Training and Lt. Gov. Marketing) US$100 per day and up to US$300 maximum per trip.
