★	Roll call and certificated the quorum by District Secretary Joy Hung that 35 of 50 Excom members attended. 祕書長洪朝鎰　確認開會人數超過法定出席人數， 50位委員們有35位委員出席。
★	Call to order by District Governor James Lin, DTM at 9:40. He welcomed all members from Taiwan island-wide. 總會長林義雄於上午9:40宣布第2次執行委員會會議開始，並歡迎所有來自各地會友。
★	Reading of the District Mission by LtGET Mike Yang, DTM. 教育訓練副總會長楊冀光宣讀總會使命。
★	Upon the adoption of the agenda. No one objected; the new agenda was adopted. 確認本次會議議程，無人反對，議程確認並通過。
★	The minutes of the previous meeting were approved as read by District Secretary 祕書長宣讀並確認第1次會議記錄。
Special Committees Report: 特別委員會報告 2009 Fall Conference Committee---- Div.G-A April Cheng, ACB 秋季大會成果會報告---鄭寶珠
★	Division A, G, & I hosted Fall Conference 2009 on Nov. 28-29 at Chung Shan Hall in Yang Ming Shan. For all of the toastmasters support and join us, we have enough budget to host this conference. The innovation is Couch Surfing. With good team work and members’ support, this conference is successful. Thank you. A, G, & I部於11/28-11/29在陽明山中山樓主辦秋季大會，獲得大家熱烈響應，參加費用收入一百叁十萬左右，經費結算待下次會議報告。本次另一創舉--Couch Surfing。大會在工作團隊努力不懈與會友的鼎力支持下，得以圓滿成功。
Translation Committee ---- Dick Fu 翻譯委員會報告---傅憲成
★	1.	總會長已於2009年11月23日簽署Toastmasters Magazines文章翻譯轉載至本會綱頁同意書，俟世界總會權責人員簽署後，即可將每期雜誌全部或部份文章，翻譯為中文上載本會網頁，供會友們參閱。 District Governor had signed up the agreement on Nov.23^rd to translate and transfer the articles of the WHQ.
	2.	2009年7月29日公告召募翻譯人材，於8月31日止，有16位會友報名參與。 Translation Committee recruited the translators on Jul. 29^th, and now 16 members are on the list.
	3.	2009年9月份雜誌，已翻譯六篇在案，俟世界總會簽署同意書後，即可上載。 Translation Committee has translated 6 articles, after the agreement of the WHQ, the committee will post them on District website.
	4.	目前世界總會對演講會教材中文翻譯的政策，可能委由專業翻譯機構實施翻譯作業，其成果再交由本會(D67)負責審核，再由世界總會發行出版。 District 67 will take the duty to examine and approve the Chinese version of the toastmasters materials, which are issued by WHQ.

★	Next meeting will be in Taichung on Jun. 13, 2009. 下次會議時間地點 99/04/18，星期日在台中舉辦。

Lt. Governor Education & Training--- Mike Yang, DTM 教育訓練副總會長楊冀光報告 ---
★	Minor Revisions of Judge Ballot for Some Contests 幾項比賽評分表的修改，包括增加演講區域，方言土語在中英文幽默演講使用時將被扣分、比賽現場不得使用相機等。
★	Various Contests Controversies Review近來幾項比賽爭議的檢討 Such as: Contestants can not be judge, Do Not use camera in the contest, judges should not reveal the result of the judgment and identity of the test speaker. 近來比賽爭議之檢討，包括參賽者不可當裁判，、裁判不能洩露評分情形、test speaker不得與參賽者同一分會等。
★	Latest Education Achievements Review 目前總會所獲教育榮銜成果檢討 Encourage members to get more CCs &ACs. Before Next June, 212 CCs, 68 ACs and many CLs are needed. 鼓勵會員達成各項教育成果；本年度尚缺212 CCs, 68 ACs,及許多CLs。
★	Training for the Second Half Year will include 2^nd club officer training, CC and AC manual training and new members orientation training. 下半年教育訓練將包括：第二次分會幹部訓練，中、高級溝通手冊訓練與新進會員訓練等。
★	District will award top 10 clubs that have the most educational achievements總會將會在年度終獎勵榮獲教育成果最多前十個分會。

★	Clubs of District status report, 92% fee submission. 本區各分部/分區/分會概況報告，會費繳交已達92%。

Motion from the floor 臨時動議
★	Motion: Members achievements’ badges are purchased by individual clubs. Resolution: District office will subsidize the purchase. 提議：會員成就名牌改為分會採購決議：總會補助部分經費。

★	Motion: To nominate Marian Hsiao as the chairperson of the Reorganization Committee. Resolution: Seconded and approved. 提議：提案前總會長蕭敏環為組織重整委員會主席，以重新歸劃各區、部。決議：通過。
