4th ExCom Meeting Minutes

Roll called and the quorum certified by District Secretary Catherine Chang that 24 of 66 Excom members attended. The quorum has not been met.
66位委員中有24委員出席，祕書長張艷華確認開會人數未達法定出席人數。

一、

Called the discussion meeting to order by District Governor Eric Liang, DTM, who also made welcome remarks. 總會長梁守誠宣布會議改為座談會開始，並致歡迎詞。

Upon adopting of the agenda，no one objected; the meeting agenda was adopted.
確認本次會議議程，無人反對，議程確認並通過。

宣布事項

為節省經費,新舊網路系統只並存一年

國台語演講比賽規則於上一次執委會已討論成案,今天請再次檢視確認並提交會員大會表決。主要規則如下:
General Rules:統一規則
D67 conference will hold speech contests in 3 languages in district level: English, Chinese and Taiwanese.
臺灣總會春秋大會全國性比賽包括英文,國語和臺語三種語言的演講比賽.

Each club can send 2 contestants each to each speech contest of the language(s) the club utilized.
每個分會可以各派兩名參賽者參加該分會所使用語言的各個演講比賽。

Members who wish to compete in the other language speech contests should join that kind of language using clubs first.
會員要參加非其分會所使用語言的演講比賽就得先加入成為該語言分會的會員

•9/20/2014, Division B/I/L/F – Teresa Chang 台中舉行
工作坊中設計一整天的課程包括TI核心價值、授權藝術、專注力練習、目標導向GROW流程，以及有效聆聽與提問的重要技巧，以克服溝通中之盲點。課程中提供會友相互演練機會，以產生實際效果。

Revitalized Education Program

目前在教材發展階段,由於遴選虛擬學習環境(VLE)廠商等作業的延誤,正式推出施行的時間將延至2016年9月份開始,且採分階段推出的方式。相關詳情請參加本人於本日中午1230時的更新教育專案最新發展報告。

此次的報告,世界總會並未律定各地區的專案推廣大使須訪問各分會作報告,但世界總會歡迎各分會邀請所分派至每部的專案大使作約40分鐘的分享(包括報告30分鐘,Q&A約10分鐘) 。

討論事項：

There are two solutions available to “realignment” proposal
有關組織重整問題有以下二個解決方案:

refer to a special committee to discuss further and submit the realignment plan to Toastmasters International when consensus reached.
授權總會長梁守誠為委員會主席邀請各分部總監擔任委員組成特別委員會討論總會重組計劃，於取得全體委員共識決後將重組計劃提交世界總會

Electric vote使用電子投票
Resolved that the motion shall refer to a special committee.
決議: 授權特別委員會辦理。

國台語演講比賽規則提案如下:

Chinese (Mandarin) Speech Contests
國語演講比賽規則

Bilingual clubs outside Division J in the north will join Division J speech contests. Division J will hold two area speech contests and one division speech contests each in Chinese for Divisions in north, and 3 winners each will be sent to district level.
北部的雙語會將參加J部的演講比賽。各賽J部將舉辦二個區級和一個部級的國語演講比賽, J部各比賽的前三名入圍者將參加全國大賽。

Divisions D and K will hold area Chinese speech contests together. Send 2 winners each to Division F for division contests.
D部和K部一起舉辦區賽，各賽各取兩位入圍者參加F部比賽

Division F will hold 4 area Chinese speech contests each. Bilingual clubs outside of Division F in the central will join Area F1 contests. 8 winners each will be sent to Division F Chinese speech contests. Together with 2 winners from Divisions D and K to join Division F contests, 3 winners each will be sent to district contests.
F部將各辦理四個區級國語演講比賽。F部以外的中部雙語會將參加F1區賽。各賽八位入圍者和D、K兩部的兩位入圍者一起參加F部部級國語演講比賽，各賽前三名入圍者參加全國大賽.
　

Taiwanese Speech Contests
臺語演講比賽

Bilingual clubs outside Division J in the north will join Division J area Taiwanese speech contests. Division J will hold one area contests each in Taiwanese. 2 winners each will be sent to Division F for division contests.
J部以外的北部雙語會將參加J部臺語區賽。各賽J部將舉辦一場臺語區賽。各前兩名入圍者參加F部臺語部級比賽.

Divisions D and K will hold area Taiwanese speech contests together. Send 2 winners each to Division F for division contests.
D部和K部一起舉辦區賽，各賽各取兩位入圍者參加F部比賽.

Division F will hold 4 area Taiwanese speech contests each. Bilingual clubs outside of Division F in the central will join Area F1 contests. 8 winners each will be sent to Division F Taiwanese speech contests. Together with 2 winners from Divisions D and K and 2 from Division J to join Division F contests, 6 winners each will be sent to district contest.
F部將各辦理四個區級臺語演講比賽。F部以外的中部雙語會將參加F1區賽。各賽八位入圍者和D、K兩部的兩位入圍者及J部的兩位入圍者一起參加F部部級臺語演講比賽，各賽前六名入圍者參加全國大賽.

Resolved that District 67 shall adopt the speech rule stated above.
決議: 67總會應採納上述演講規則辦理國台語比賽。
