2013-2014第四次執會會會議記錄 4th ExCom Meeting Minutes
4th ExCom Participants: 37 Members / 出席人數共 37 人 Executive Committee Members: 59 / 執行委員總人數 59 人

★	Roll call and certificated the quorum by District Secretary Teresa Chang that 37 of 59 Excom members attended. It reaches the quorum (30). 祕書長張海星確認開會人數超過法定出席人數(30)， 59位委員們有 37 委員出席。
	Call to order by District Governor Joy Tsai, DTM, who also made welcome remarks. 總會長蔡嬌燕宣布會議開始，並致歡迎詞。
★	Reading of the District Mission by Lt GET Eric Liang, DTM. 教育訓練副總會長梁守誠宣讀總會使命。
★	Upon the adoption of the agenda. No one objected; the new agenda was adopted. 確認本次會議議程，無人反對，議程確認並通過。
★	The minutes of the previous meeting were approved 祕書長確認前次會議記錄。
★	Special Committee Reports特別委員會報告 (as written reports in attached PPT file附書面報告如簡報檔案)
	1.	D67 Current status : 12 Divisions, after realignment, there will be 13 Divisions. Realignment situation : 1) Div C will have internal realignment. 2) Div D will have internal realignment with clubs realigned from 3 Areas to 4 Areas 3) Div A (22 clubs) will realigned into 2 Divs (Div A – 11 clubs, Div M – 11 clubs) 4) Div J : 聲動club will have internal switch in Div J (moved from J1 to J2) 5) Other Divisions remain the same. 第67區總會現況: 12部，重整後，將有13部。重整狀況如下: 1) C部內部重整 2) D部內部重整，原為3區，重整為4區 3) A部 (22分會) 重整後，分為A部(11分會) 和 M部(11分會) 4) J部聲動分會有部內調動(從J1區移至J2區) 5) 其他分部維持原狀
	2.	Realignment Committee Chair Harry Fong Report 組織重整委員會主席方瑞源報告 Coach Committee Report by Chair Jorie Wu救援教練委員會主席吳咨杏報告 Coach committee was established in Sept 2013 with committee members : Jorie Wu, Harry Fong, and Edward Chen. 4 coach work shops were held in North, Central, South so far with total over 200 attendees. Currently we have 11 coaches for 10 clubs. 救援教練委員會成立於2013年九月，成員為：主席吳咨幸、方瑞源、陳世明。已於北中南共舉辦4場救援教練工作坊，參加人數逾200人，目前有10個分會有申請共11名救援教練。
	3.	REP Chief Ambassador Mike Yang Report 教育大使團主席楊冀光報告 1) Total 16 REP Ambassadors visited 80% clubs island wide introducing REP. 2) REP is scheduled to announced in July and be effective from Sept. There will be a 18 month to 2 years grace period. 3) New education system will have overall change combined with Leadership and Communication. 1). 教育大使連主席共16位，過去三個月，拜訪分會，介紹教育更新制度，已完成80% 2). 預計7月推出，9月開始實施，約有18月- 2年緩衝期 3). 新制度將全面改革，領導與溝通合併進行
	4.	Speakers Bureau Chair Haishuo Lee Report 講師團主席李海碩報告 1). With close contact with Shengzhen Speakers Bureau; Chinese Speakers Bureau established. 2). Two speech champions and 4 trainers from District 89 will come to Taiwan to give trainings 3). New officers are arranged; work will be continued in following years to comply with REP. 1). 已和深圳講師團建立聯繫，華人講師團結和制度已建立 2). 89區演講冠軍和四位講師將來台開講 3). 新幹部已安排，連年工作將持續進行，並配合教育更新制度(REP)
	5.	Translation Committee Chair Solomon Chen Report 翻譯委員會主席陳立山報告 1). Went to Shangzhen and HK with Speakers Bureau to give trainings 2). Some members registered as translators under TI’s recruitment. 1). 2月配合講師團赴深圳香港做教育訓練 2). 美國總會有招募翻譯人員，D67已有數位報名
	6.	2013 Fall Conference Committee Chair Peyton Kim Report 2013春季大會委員會主席金培琨報告 1). 參加人數 Attendees : 399 2). 盈餘 Surplus : NT$10,375.-
	7.	Venue Report for 2014 Fall Con 2014 秋季大會場地報告 - Div I Governor Game Liao I部總監廖正順報告 Venue : Hsian-Yuan, Taichung; reservation was made. Lodging in the venue area with 60% off
	8.	Venue Report for 2015 Spring Con 2015 春季大會場地報告 - Div G Governor Kevin Ho G部總監賀開誠報告暫定場地: 台北中油大樓，主辦分部尚待決定。 Tentative venue : Taipei CPC building, pending confirmation of hosting divisions

Discussions 討論事項：

A motion from previous Council meeting : “Contests to be held once a year in Spring Con only”- the motion was referred to a special committee to discuss further and to make suggestion to the Council meeting. The special committee chair Eric Liang reports : a meeting was held on 1/26/2014 to discuss this case, and a voting was made. The voting result is to reject the motion. Therefore, the special committee now make the suggestion to the Council members to reject the motion.
With regards to the Special committee’s suggestion, the Council members make a voting to decide whether to accept it (the committee’s suggestion) or not.
Voting result : Agree on the committee’s suggestion (i.e. to reject the motion) : 153
Disagree on committee’s suggestion (i.e. to accept the motion) : 31
Based on the Committee’s suggestion and Council meeting’s voting result, the motion is rejected, i.e. Contests in Spring Con and Fall Con will remain the same as before.
前次會員代表大會有提案：”僅於春季大會舉辦演講比賽”- 會議中決定交付委員會討論並提出建議方案。針對該提案，委員會主席梁守誠報告：於1/26/2014召開會議討論，表決結果：否決原提案。所以針對該提案，委員會建議：否決原提案。
針對付委的提議，由大會代表投票表決是否接受付委的決議。
表決結果：贊成付委提議（即否決原提案）：153
不贊成付委提案（即贊成原提案）: 31
依據以上付委之建議，及會員代表表決結果，否決本提案，亦即春季和秋季大會比賽項目均維持原狀。
