台灣區國際演講總會補助分會購買會員榮銜徽章辦法 |

For the purposes of encouragement to members who achieve C & L Awards and immediate recognition for members’ achievements, D-67 has a new policy for education badges subsidy as following: 為有效激勵會員達成各級演講與領導榮銜，並即時獎勵，總會訂定以下補助分會購買會員榮銜徽章辦法如下： |

| 1. |
Clubs
shall purchase member’s achievement badges for the whole year directly
from the web-store of World Headquarters. 為求時效，請各分會直接向世界總會透過網站購買整年度之會員榮銜徽章，以即時頒贈會員。 |
|
| 2. |
District
will subsidize the badge fee for clubs according to World Headquarters’
Performance report
published on June 30. District will subsidize the club once a year. 本地區總會將根據世界總會於六月三十日所公佈的結果，補助每位得到榮銜者各級徽章的費用。毎年十二月底約只有八十名獲得榮銜，因此每年只在六月底給予補助一次。 |

Clubs
shall submit the purchasing invoice to Division Governors by June 15.
Division Governor will fill and submit the reimbursement sheet to
District Treasurer by June 20 for subsidy. 各分會以購買的發票請於六月十五日前交給各部總監，再請各部彙整後於每年六月二十日前向總會財務長申請補助費用。 |

| Explanation for new policy: 新辦法說明： | ||
| (1). |
Clubs
shall purchase club member’s achievement badges of each term base on the
club success plan. 分會依實際需要，向總會購買整年度的名牌或貼章。 |

| (2). |
The
World Headquarters now offers “Member achievement badge” for CC and DTM
at $8.00/each, and “Badge-attachment” for ACB, ACS, ACG, CL.ALB and ALS
at $5.50/each. 目前世界總會只供應 “會員成就名牌”(每個 $8.00，含CC 與DTM)及 “名牌貼章” (每個$ 5.50，含ACB,ACS, ACG, CL, ALB & ALS)兩種。 |

Shipping
via Air mail is cheaper than via courier mail: Shipping fee by Air (7-21 days) — Weight <0.99lb---US$11.24 (NT$350) Weight <1.99lb---US$15 (NT$500) Weight <2.99lb---US$22.50 (NT$750) 利用航空方式郵寄較便宜(快遞較貴)。 郵資表顯示，航空(7-21天)--- 重量<0.99磅 ---US$11.25 (NT$350) 重量<1.99 lbs—US$15.00 (NT$500) 重量<2.99 lbs—US$22.75 (NT$750) |

Clubs
may purchase other education materials concurrently to keep the shipping
cost down. 建議同時購買其他必須用品，或聯合友會以節省運費。 |

| Policy 2: 第二條辦法說明： | ||
| (1). |
District
shall only subsidize each club the actual badge fee based on World
Headquarters’ Performance report. Members fail to achieve award this
term will then be subsidized in the following term if they do achieve
awards. Clubs fail to purchase badge for members will then receive no
subsidy from the District. 地區總會依世界總會公佈實際需要之數目及金額補助分會，如分會預購人數超過實際人數時，待下年度獲得榮銜時再補助。分會未購買名牌時，地區總將不予補助。 |

| (2). |
There
will be no subsidy for shipping cost. However, each Division will be
given a subsidy of NT$5000.00 only for shipping cost this year
(2009-10). Division Governors are responsible for distributing shipping
subsidy to clubs. 雖不補助運費郵資，但今年度各部總監將有郵資補助款五千元，請部總監將分會購買徽章運費列入考慮，並給予各分會部份補助。 |

| Policy 3: 第三條辦法說明： | ||
| (1). |
Clubs
shall keep and submit the purchasing invoice to their Area Governor or
Division Governor timely. Division Governors should collect the invoices
by June 15 and fill out the reimbursement sheet and submit to District
Treasurer for subsidy by June 20.The total amount of the submitted
invoice from each club must be higher than the actual amount of subsidy. 請保留世界總會發給之發票，並即刻交給區總監再轉交給部總監。部總監應在六月十五日前收集完畢。部總監在六月二十日前塡寫請款單，並向地區總會財務長請款。發票金額不可低於應得總費。 |

| (2). |
After
receiving the subsidy from District Treasurer, Division Governors will
distribute the subsidy to Area Governors and then club Presidents
according to the distribution sheet. The distribution sheet will be
designed by District Secretary and prepared by District Treasurer. (as
file) 部總監收到補助款後，依明細表單數額，轉交區總監再轉交各分會。明細表由地區總會秘書長設計。(如附件) |
