各位總監：大家好!

For solving the problem of massive missing toastmaster magazine from WHQ, I announce the decision as following. For the D-67 council group still not completed, please forward the mail to your belonging clubs’ President.
為解決總會寄送Toastmaster雜誌産生的問題困擾，本人宣佈下列解決方法。因D-67 council group 還未完全建立，請將此決定轉告各分會長辦理。 

As agreed by WHQ, the solution for the delivery of Toastmaster magazine is:
經世界總會同意，宣佈解決Toastmaster 雜誌寄送問題之方案如下:
　

WHQ will resend the missed back issues by bulk shipping to individual club.  Club provides a contact member who will receive and distribute the magazine. President might appoint an Officer who has a fixed address to be the contact member. Fill the application form for bulk delivery, as attached file.
世界總將依大量信件方式將未收到的過期雜誌寄到各分會。分會指派一位會員當接收及分發雜誌工作。(會長指派一位有固定住所的幹部為宜。)依附件表格內容填寫完全。

The deadline of Club is Aug. 21, 2009.
分會調查及填寫表格之最後期限為八月二十一日前。

Area Governors will collect the form from their belonging clubs and mail to Secretary Joy Hung 洪朝鎰 email address: lan720619@yahoo.com.tw & CC to me by Aug 25. 2009.   
區總監收集所轄分會資料表格後，在八月二十五日前回報總會秘書長 : 洪朝鎰 email address: lan720619@yahoo.com.tw 並附件給我。

Secretary will submit the forms from whole District to WHQ.  (membership@toastmasters.org )
秘書長再將全地區總會的資料呈報世界總會補寄。

If WHQ have solved the delivery problem then every member will receive their magazine as usual was.
如果總會能解決寄送問題時，世界總會仍依往常方法寄送月刋。

If the problem is still existed then we might agree WHQ to have bulk shipping to individual club and club may appoint a contact member who will receive the package of magazine.
如問題仍然存在時，我們可能依其建議，要求依大量郵件寄到各分會，由分會指定會員接收及分發。

We might make a decision one month later if most clubs agree it.
如果多數分會同意後，在一個月後將作最後決定。
