教育訓練，推廣及公關主席的職責 |

各位領導先進，大家好!! Dear Leaders, 首先要對各位為第一次幹部訓及其他教育訓練的籌劃之貢獻表達感謝之意，並對圓満達成任務表示祝賀。 整體而言，過去一個月以來的運作情況，各位已能掌握運作之要領，但仍有若干不同的聲音或意見出現，因而提出解釋，以使未來的運作更順暢圓滿，並期待今年有更好的成績表現。 First of all ,I'll express my appreciation to all of you for your devotion and contribution to the preparation of 1st club officer training and other education training in the near future, also I'll congratulate to you for the successful training meeting in the past one month. General speaking, we run our business smoothly in the past 1 month and every one of officers learn a lot from it. Of course, I heard some different voices and ideas also. I need to express some of explanations for hoping a better running in the future, and expect to have a higher performance in this term. |

| 一、 |
有人認為在各地區設立之各項主席或代表，如敎育訓練、推廣及公關在北中南或部的主席，是多餘或並不需要。但世界總會發行的地區總會領導手册中，對此項主席的設立有明確的規定，例如第14頁有關"敎育與訓練副總會長的職責"中指出
，在徵詢並經地區總會長同意後，推擧教育，訓練或其他委員會主席，以協助推展教育的成果，分會的優良教育訓練以及 DCP 的成就。另外第15頁也對推廣主席有相同的規定。因此，這些主席的設立是有其根據及需要的。 Someone believe that the committee chairs for LGET and LGM or even Public Relations representation officer are un-necessary or duplicate position-- According to the District Leadership Manual of TI, there are clear rules to establish chairs for the different committees. In page 14,one of the responsibilities of LG ET as "In consultation with and subject to the approval of the DG, select chairmen for education, training or other committees promoting educational achievements and program excellence within clubs, as well as achievement in the DCP. "The same article for LGM in page 15. So, the chairmen for different committees are necessary and have its basis. The purpose of these positions are to help LGET or LGM to fulfill their duties. 我們對這些主席的選派，通常是以地區或部的資深、優秀、儘責及有經驗的前任幹部或會員擔任為主，其目的是希望在各項教育訓練或推廣的籌劃時，給予新擔任之總監一些協助，以幫助達成其任務。我個人認為此協助為義務及暫時性而已，並非取代總監的職責。 The selection criteria of these chairmen are former Governors, outstanding senior members with high experienced and commitment. The purpose of these chairmen are to assist these new Governors to reach perfect in preparation of educational training meetings. Personally I believe that the assistance or consultation are temporal and obligatory only, it won't replace the function of any Governor's duties. |

| 二、 |
部及區總監接受地區總會長，副總會長及公關代表的指導以服務各部及區的會員。而各部及區亦設有副總監，以協助總監之達成任務。 According to the manual, the Governors are serve under the direction of district governor, and receive guidance from the LG ET, LGM and PR officer. Area and Division also formally have their assistant governors (ET &Ｍ) |

| 三、 |
在執行任務時，為避免任務重疊及意見不同起見，我認為應該有下列的觀念 :
During running a program, the following points can be considered to avoid overlapping of duties: |

互相配合及尊重，共同為達成總會的任務而努力。 Team work with cooperation and mutual respect to reach the goal of District. |

| 2、 |
在籌劃某項教育訓練任務時，教育訓練主席或推廣主席的任務只針對訓練內容、講師提供建議，並徵詢主辦之總監意見後，統籌製定議程表，再請主辦之部或區印制。而主辦之部總監則指派負責之區或分會，籌劃其他重要的事務性任務，如決定會議場所，註册收費宣傳推廣等。 During the preparation of an educational training program, the main duty of a chairmen are to offer a suggestion of training topic and trainer to host Division governor. After discussion with the host Division governor, the chairmen will prepare an agenda and ask the host club to print an agenda for the training meeting. On the other hand, the host governor will focus his duty on the more important business of job, such as arranging the meeting venue, registration, meeting fee and promotion program. |

| 3、 |
各主席亦要邀請各部區之相關副總監參與，互相配合並給予輔導。 Beside the Division governor, the chairmen will invite assistant division governors of ET (or Marketing) to join the preparation work. Keep cooperation and offer necessary guidance. |

| 4、 |
我個人認為，如果階段性任務完成後(各部、區總監或其副總監已能够熟練運作時)，下半年度的訓練課程，各主席將以提供咨詢或指導為主。 Personally I believe that the duty of the chairmen will become a role as consultant in the next half term if Division officers become proficient leaders. |
