I am forwarding the decision made in the Toastmasters International FYI. 

First, we would like to share with you news from the Open Board briefing on February 18th, 2006 at World headquarters.
謹將國際總會董事會在二月十八日所做成的新準地區總會及中國區議會之成立之決議  轉寄供大家卓參：

One
Caribbean Territorial  Council application to be a provisional District has been endorsed by the Board.  Effective July 1st, 2006, the Caribbean Territorial Council shall  be District 81 P
Please join us to congratulate Council Chair robert Scott DTM and his team for doing an excellent job.
一、加勒比海區將成為第 81P 區。

Two
South Asia Territorial Council application to be a provisional District has also been endorsed by the Board.  Effective July 1st, 2006 the South Asia Council shall be  District 82P
Please join us to congratulate Council Chair John Bosco Abraham and his term for doing an excellent work in India and Sri Lanka.
二、南亞區(斯里蘭卡和印度)將成為第 82P 區。

Three
Given the recent growth of clubs in China and the potential for major growth, the Board has endorsed that China be designated as the Territorial Council of China effective July 1,, 2006.
Please join us to congratulate all the clubs in mainland China.
三、中國區議會將從今年七月一日起正式成立。

"所以全世界從今年七月一日開始 共有七十八個地區總會和一個地區議會(中國)"
i.e. "There are 78 Districts and one Terrirorial Council(China) from July 01, 2006"
