各位分部總監、分區總監和分會會長: 

Numerous inquiries have been received recently about the number of contestant can be allowed from each club to compete in the area contest. This letter is to clarify that the number of contestant can be advanced from each club to compete in the area contest for the Humorous Speech Contest and Evaluation Speech Contest are “two” contestants for each contest in Fall Conference 2014.
最近接到許多有關各分會能派幾位參賽者到區部參加區部演講比賽的詢問。 本文件係闡明各分會派到區部參加區部今年秋季大會各演講比賽的參賽者人數為: 每一種比賽兩位參賽者。

According to Toastmasters International Speech Contest Rulebook, Rule 3.B states that ‘Eight weeks prior to the contest, if an area has four assigned clubs or fewer in good standing, districts have the option to allow two contestants from each club to compete in the area contest.’
依據世界總會發行的演講比賽規則手冊，規則3.B說: 比賽前八週，如果一個分區僅有四個或更少的有效分會， 總部有權決定是否允許該區的各分會選送二位參加者參加區級比賽。 

In D67 after the realignment of July 1, we no longer has 5 or more clubs in any of the area, according to Toastmasters International Speech Contest rulebook, we can send two contestants from each club to area contest.
自從七月一日我們做了 D67 的重組，我們不再有任何分區有五個以上的分會，因此，根據世界總會中演講比賽的規定，我們可以從分會送兩位參賽者到分區參加比賽，然後每個區也可以送兩位參賽者参加分部之演講比賽， 總會現今發函通知各分部總監上述的決定及請轉函其會員。

除了上述的變動，比賽者參賽方式其他照舊並依循比賽手冊規定。
