各位幹部與會員們：
The 2011-2012 Toastmasters year has come
to an end. I’d like to express my hearty appreciation and admiration
to all of you. Thank you for your service to members and your
support to the district.
2011-2012演講會年度已經結束。謹在此向各位致上我衷心的謝意與敬意，感謝您們提供會員們優質的服務，並且給了我們地區總會最佳的支持。
Our district started with a base of 147
clubs and 6487 members in July 1, 2011. Our goals were to have 151
clubs (4 new clubs), 6616 members (129 new members), 227 CCs and 64
ACs in June 30, 2012. The year-end report is finalized and published
on the World Headquarters website.
地區總會於去年7月1日展開2011-2012年度時，基準為147個分會，6487會員數。我們的年度目標是在今年6月30日年度結束時成長為151個分會（也就是創立4個新會），6616會員數（增加129新會員數），227位會員達成中級演講員的榮銜，64位會員達成高級演講員的榮銜。年度成果報告已經結算完畢，並且公佈在世界總會網站。
In regards of membership and club
building, as of June 30, 2012, we have 5915 members, a loss of 572
members and 701 members behind our goal in membership. We lost 9
clubs and currently have 140 paid clubs, including 2 new clubs. We
are 11 clubs behind goal.
在會員數以及創立新會部份，我們在6月30日年度末共有5915會員數，流失了572會員數，距離年度目標則是短少701會員數。我們有9個分會倒閉，在6月30日年度末，包括2個新創立的分會，我們有140個分會，距離年度目標短少11個分會。
As for education goals, in communication
we wrapped up the year with 235 CCs, 8 CCs ahead of our goal; and
112 ACs, a surplus of 48 to our goal, which is also number one in
our region percentagewise. For leadership, we achieve 177 awards
which are 38 more than our goal. For this excellent result in
education, I must salute everyone in our district. In early June, we
were only up to 2/3 of our goal. Thank you all for striving for your
best till the very last minute. It clearly demonstrated the core
value of “Dedication to Excellence”. It also proved that we can meet
the goal as long as we are determined to work on it. LGET Y. S. Liao
also did a wonderful job in encouraging and urging our members.
至於教育目標，在溝通部份，年度末我們一共有235位中級演講員，比目標多出8位；有112位高級演講員，比目標超出48位，以超出比率來說，我們是區域的第一名。在領導部份，我們共有177位會員取得榮銜，比目標多出38位。對於在教育目標方面有這麼優異的結果，我一定要向每一位會員致敬。6月初，我們只有達成目標的2/3。感謝大家努力不懈，堅持到最後一刻。各位毫無疑問的展現了我們國際演講會「追求卓越」的核心價值，也証明了只要我們有決心行動，一定可以達成目標。廖義瀋教育副總會長對大家的鼓勵與催促也功不可沒。
This year, we are very proud to have 7
DTMs. They are: 2010-2011 I2 Area Governor Irene Tsai (2011/7/28),
2010-2011 I2 Assistant Area Governor Education Allen Lo (
2011/9/25), 2011-2012 Division I Assistant Governor Education
Tension Wu ( 2012/3/2), 2010-2011 Division F Governor Huang Shw-Yuan
(2012/3/3), 2009-2010 Division B Governor Vicky Chang (2012/3/27),
2008-2009 Division C Governor Larry Lee (2012/4/17), and 2011-2012
Area C2 Governor Sterling Hsiao (2012/6/6). They were officially
recognized in our Spring Conference by having the Red Carpet Walk in
the dinner party and their glory listed in the Conference Program
Book. Their achievement and performance serve as role models to all
of us.
今年度我們很榮幸能增加7位傑出會員。他們是2010-2011年度I2區總監蔡嬌敏（2011/7/28）、2010-2011年度I2教育副區總監羅初一（2011/9/25）、2011-2012年度I部教育副部總監吳天勝（2012/3/2）、2010-2011年度F部總監黃淑媛（2012/3/3）、2009-2010年度B部總監張永維（2012/3/27）、2008-2009年度C部總監李榮興（2012/4/17）以及2011-2012年度C2區總監蕭忠文（2012/6/6）。這幾位傑出會員都獲邀於春季大會晚宴中，在紅毯進場儀式時接受大家的掌聲，並於晚宴時上台接受正式的表揚，而他們的榮耀也收錄在春季大會手冊中。傑出會員們的成就與表現是我們所有會員的楷模。
Several years ago, our district expanded
in a very fast way, maybe a way that’s way too fast and too big than
the district could really take. That expansion had caused the
district to pay the price. Our district has worked very hard to move
her way up and we progress gradually in the past three years. Each
year we move a little bit up. I am happy to say that this year we
move 2 notches up than last year. I apologize for not being able to
bring our district back to distinguished status. But at least we
made it to “Move One Step Forward”.
前幾年地區總會快速擴展，或許遠超過我們所能承受的程度。因此這三年來我們地區總會非常辛苦地力爭上游，每一年都會漸進些許。很高興今年在世界總會的排名比去年又進步了兩名。對於未能讓地區總會再度獲得傑出地區總會的榮銜，請接受我深深一鞠躬的致歉，但是至少我們做到了「穩步邁進」。
Past American President Harry S. Truman
said: “The buck stops here.” Should there be anything that we didn’t
do well to serve you, let the blame be on me. I am sure our district
will become stronger under the leadership of District Governor Y. S.
Liao in the coming year.
前美國總統杜魯門曾說：「責無旁貸」。任何服務不周、做得不夠好的地方，都由我來承擔責任。我相信未來這一年，在廖義瀋總會長的領導之下，我們地區總會一定會有很好的表現。
